Job Description Summary:
The Biostatistics Center is currently seeking a full-time, Senior Research Administrator. The ideal candidate for this position should be detail-oriented and have the ability to provide budgetary support and subcontract, service and consultant agreement administration for large clinical trials in diabetes at the center. The Senior Research Administrator will work with the Project & Administration staff to ensure critical needs of the research project study are met.

Minimum Qualifications:
A Bachelors degree in Accounting, Finance, Economics (or other related field), or an equivalent combination of training and experience is necessary.

A minimum of three years of professional experience in one of the following areas: budgeting, accounting, finance, financial analysis and/or cost analysis is necessary.

Desired Qualifications:

  • Masters degree preferred.
  • 3-5 years of budgeting or accounting experience in research administration
  • Familiarity with federal grant and contract regulations.
  • Excellent analytical, communication and organization skills.
  • Strong quantitative, written, oral, and team work skills desired.
  • Working knowledge of EXCEL and MS Word.
  • Experience in a clinical or scientific background desired.

JOB DUTIES

  • Reviews/approves quarterly and annual financial reports of contracts.
  • POST-AWARD Responsibilities:

    Maintains continual contact with principal investigators (PI) to advise on project related issues and to recommend courses of action; ensures compliance with Federal and sponsor regulations and terms of award, and oversees compliance with all institutional policies and guidelines for sponsored projects.

  • Monitors the IRB renewal dates of both prime and sub-awards, and prepares IRB applications in conjunction with PI.
  • Serves as liaison to other University Offices and to the sponsoring agencies.
  • Reviews award budget and terms of award in comparison to budget submitted; identifies discrepancies and reviews with senior staff; recommends and implements actions in response to discrepancies.
  • Manages all administrative activities for their sponsored projects, including originating correspondence and communications with sponsors regarding funding, prior approvals, subcontractor budgets, analysis and projection of annual and long-term financial needs of projects, and ensuring daily operating financial needs of projects are met.
  • Reviews, modifies and authorizes project related vendor contract for allowable costs and adequacy of budget; oversees processing, authorization for payment, as well as issues related to agreements/invoices.
  • Monitors and manages sponsored project expenditures and fiscal activities, to include preparing complex financial analyses/projections of expenditures and future budget needs. Serves as primary liaison for fiscal and administrative matters.
  • Maintains familiarity with federal grant and contract regulations.Ensures all project expenditures are included in fiscal closeouts.
    Establishes and maintains grant files, and updates appropriate databases.
  • Reviews requests for subcontractor changes with PI and other research study staff.

    Advises PI on various issues regarding awards/projects, as well as regarding soliciting, awarding, and administering subcontractors.

    Writes or supervises the writing of agreements and submits agreements to the University's Office of the Vice President for Research for authorized signature of approval.

  • PRE-AWARD Responsibilities:

    Reviews Requests for Awards/Requests for Proposals (RFA/RFP) for business and budget terms, and interprets impact of terms and adequacy of budget to perform the work; monitors technical and business proposal to assure compliance with the Biostatistics Center, the University and agency regulations; writes sections of technical proposal related to subcontractors, subcontract or clinic agreement management, or Human Subjects Protection; oversees and coordinates time schedule for preparation and submission of proposals; obtains necessary University authorizations/signatures, and submits proposal to agency and follows-up on proposal status.

  • Reviews scope of work for initial and annual renewal proposals and determines impact on relevant budgets, Center resources and administrative needs of Center; oversees all communication and coordination with subcontractors, and makes recommendations for process improvement.
  • Analyzes and synthesizes multiple sources of complex project information including changes in project scope(s) of work; tracks budget history and sponsoring agency intentions, changes in number and size of subcontract budgets, projects of future financial needs and coordinates between multiple budget sources.
  • Prepares budgets to meet all RFA and project needs and guidelines; ensures compliance of budget with institutional policies/procedures and sponsor regulations; writes budget justifications, prepares revised and/or writes additional budget justifications/explanations; reviews budget with PI and refines as necessary; ensures application of allowable indirect costs and fringe benefit rates; reviews technical proposal and coordinates the integration of the budget section with technical proposal.
  • Performs other work-related duties as requested. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
  • Writes RFPs for subcontracts; coordinates review process of bidders and evaluates business portion of bidder proposals; oversees administrative and financial aspects of subcontractor selection, and coordinates semi-annual subcontracting reports for contracts.
