Make Windows Phone 8 apps available for windows 8 and vice versa

Currently, the store apps for windows phone 8 and windows 8 are totally separated. Even the underlying .NET-frameworks differ. Please merge the stores together. For Google and Apple this seems. Why not on Microsoft.

Two stores mean two lines of development etc. Actually I do not understand this decision...
